The certificate was co-introduced by Council Chair Tommy Waters and Councilmember Scott Nishimoto, both of whom commended the young men for their decisive actions that likely saved a life.
During the ceremony, Allen and Hudgens were visibly moved by the honor. Council Chair Waters highlighted their selflessness, stating, “Their actions exemplify the spirit of our community and serve as a reminder of the importance of helping those in need.” The recognition was not just a formality; it highlighted the impact of local heroes on public safety and community resilience.
