Federal Agents Spotted in Halloween Masks Near DHS Operations

UPDATE: Federal agents were seen wearing Halloween masks while traveling to a Department of Homeland Security (DHS) operational staging area in the Port of Los Angeles earlier this week, raising eyebrows and prompting community concerns. The incident occurred on October 24, 2025, and was documented by volunteers from the Harbor Area Peace Patrol, a group dedicated to monitoring federal immigration enforcement activity.

The unsettling sighting took place Tuesday morning when several masked agents were spotted leaving Terminal Island. Community member Phoebe, who prefers to remain anonymous, reported that an agent wearing a Chucky mask drove by, stopping to stare into her camera. Just 15 minutes later, another agent exited the facility, this time donning a Momo mask. “It just reaffirmed that they really have fun doing this type of work, terrorizing our communities,” Phoebe stated, highlighting the emotional impact on local residents.

The Harbor Area Peace Patrol routinely documents vehicles entering and leaving the restricted DHS property, which is located near a public memorial. Phoebe confirmed that the group cross-references these vehicles with those involved in immigration enforcement operations throughout Los Angeles County. Although video evidence captured the agents in masks, there is currently no indication that the masks were used during any enforcement actions that day.

DHS has yet to respond to inquiries regarding the incident. However, in a statement to L.A. TACO, Assistant Secretary of Homeland Security for Public Affairs Tricia McLaughlin simply remarked, “Happy Halloween!” This flippant response has fueled further outrage among community members.

According to reports, one agent was first observed wearing the Chucky mask at approximately 7:23 a.m., followed by another agent with the Momo mask ten minutes later. The same white van used by the agents has been linked to multiple immigration raids across the area, including a notable operation in Van Nuys that same day.

Phoebe noted that the same van was previously documented leaving Terminal Island on October 20, with the driver wearing a Mr. Potato Head-style disguise, complete with glasses and a fake nose. This pattern of behavior has left many community members feeling uneasy about the intentions of federal agents.

“It felt different this time,” Phoebe emphasized. “They went out of their way to make sure we saw them.” This perceived taunting has intensified local scrutiny of federal practices, with residents expressing concerns over the lack of transparency and accountability in immigration enforcement.

As community members grapple with their fears, the incident underscores the urgent conversation around federal law enforcement’s relationship with local communities.
