South San Francisco Police Identify Man Shot in Confrontation

BREAKING: South San Francisco police have identified the man shot during a confrontation with officers last week as 28-year-old Luis Francisco-Manzo. The incident, which occurred on December 8, 2023, around 5:10 a.m., has raised urgent questions as officials continue to investigate.

According to the South San Francisco Police Department, Francisco-Manzo is currently recovering from his injuries at a local hospital. He was shot after allegedly brandishing a knife during a tense standoff with officers, who were responding to a distress call from his mother. She reported that her son had taken drugs and was expressing suicidal thoughts, police officials confirmed.

The two officers involved, Brendan Hart and Martin Corona, have been named. Hart has been with the force for eight years, while Corona has served for four and a half years. Body-worn camera footage has been released, showing Francisco-Manzo exiting an apartment and initially complying with officer commands before the situation escalated.

As he approached the officers, Francisco-Manzo reportedly pulled out a knife, prompting the officers to order him to drop the weapon. When he did not comply, officers deployed Tasers, which were ineffective. Francisco-Manzo then advanced toward the officers, resulting in Hart and Corona opening fire. He immediately collapsed, and officers provided medical assistance until firefighters arrived to transport him to the hospital.

The San Mateo County District Attorney’s Office is actively conducting an investigation into the shooting, emphasizing the importance of accountability in police encounters. This incident is part of a broader dialogue surrounding police use of force and mental health crises.
