Geneva Commission Rejects Demolition Request for Historic Structure
The Historic Preservation Commission in Geneva has again denied a request to demolish a historic limestone structure located at 4 E. State St., previously part of the Mill Race Inn site. The unanimous decision came during a meeting on December 16, 2023, marking yet another chapter in the ongoing debate about the building’s future.
The limestone structure, which has served multiple purposes over its long history—including a blacksmith shop in the 1840s and a carriage painting shop—was part of the Mill Race Inn, a popular restaurant that operated from the 1930s until its closure in 2011. Since then, the building has become a focal point for discussions about preservation versus redevelopment, with community members expressing mixed opinions on its condition and potential future.
The property is currently owned by the Shodeen Group, whose president, Dave Patzelt, has repeatedly sought permission to demolish the building. In response to his latest application, preservationists and local residents voiced strong opposition, advocating for the structure’s preservation and potential repurposing.
The Historic Preservation Commission has previously rejected Shodeen’s demolition requests, and the argument against the latest appeal hinged on the notion that little has changed since the last denial in August 2023. Commissioner Kevin Phillips emphasized that the commission had not received any significant new proposals or developments that would warrant a reversal of their earlier decision.
During the meeting, Patzelt argued that the structure “stands in the way of” redevelopment plans and claimed that there have been “no positive impacts” resulting from discussions about the building over the past eight years. He expressed frustration over the lack of viable solutions presented by the community and suggested that the time for decisions had come.
Despite the push for demolition, several residents and preservation advocates stressed the importance of maintaining the building as a part of Geneva’s heritage. Al Watts, a community engagement director at Preservation Partners of the Fox Valley, suggested that preserving the structure could play a vital role in a larger redevelopment plan that honors Geneva’s industrial past.
Many residents expressed concerns about the deteriorating condition of the building and its impact on neighborhood pride and local economic potential. Herb Nachreiner, a local resident, noted that the site serves as a gateway to Geneva’s business district and criticized the structure as a detriment to the area’s appeal.
The commission’s decision to deny the demolition request highlights the tension between preserving historical sites and accommodating development needs. The discussions surrounding the Mill Race Inn property have been ongoing for years, with the property being acquired by Shodeen in 2016. Since then, attempts to demolish parts of the structure have faced opposition from both preservationists and city officials.
Looking forward, Shodeen has already filed an appeal against the commission’s decision, and the matter will soon come before the Geneva City Council. According to city regulations, the council is required to vote on the commission’s determination within 30 calendar days of the appeal. A two-thirds majority is needed for the council to override the commission’s decision.
As the community prepares for another round of deliberations, the future of the historic limestone structure remains uncertain. The ongoing dialogue underscores the broader challenges cities face when balancing development and preservation, particularly in areas rich in history.
