Russian Tanker Reaches Venezuela After Dodging U.S. Destroyer

A sanctioned Russian tanker successfully reached Venezuelan waters after evading the U.S. destroyer USS Stockdale, which had previously blocked its approach on multiple occasions. The tanker, named Seahorse, had attempted to enter Venezuela three times but was thwarted each time by the U.S. naval presence. This vessel is known for transporting naphtha, a lighter fuel distillate, from Russian refineries to Venezuela.

Seahorse, built in 2004, is a panamax carrier with a deadweight tonnage of 70,426. It has a history of involvement in the trade between Iran and Venezuela, carrying distillate products. The European Union sanctioned the tanker in May 2023, followed by the United Kingdom in July 2023. During its last inspection in October 2024 in the Russian Black Sea, Seahorse was flagged for multiple safety deficiencies, including issues related to fire safety and operational reliability.

Venezuela is a significant producer of heavy crude oil, a crucial feedstock for many refineries in the United States. However, U.S. imports of Venezuelan oil have sharply declined, with China emerging as the primary buyer. The American oil company C Chevron has maintained a long-standing partnership with Venezuela’s state-owned oil company, PDVSA, operating on several production projects focused on heavy crude. In 2022, Chevron received a limited U.S. license to operate in Venezuela, allowing it to export crude oil while ensuring that revenues would not flow to the Venezuelan government.

The license enabled Chevron to significantly increase its production, exporting approximately 240,000 barrels of crude oil per day, representing over 25% of Venezuela’s total oil output. However, this arrangement changed in February 2023 when former U.S. President Donald Trump reversed the license, citing Venezuelan President Nicolas Maduro‘s failure to implement necessary electoral reforms and facilitate the return of migrants.

The U.S. attempts to contain the Russian tanker could indicate a renewed strategy under Trump’s leadership, reminiscent of his earlier “maximum pressure” approach towards Venezuela. Washington’s intensified covert operations in Venezuela have exacerbated the country’s political and energy crises. This includes authorizing the CIA to expand its intelligence activities targeting Maduro’s security apparatus amid a backdrop of ongoing infrastructure decay and factional infighting within Venezuela’s oil sector.
