Voters Head to Polls in Iowa’s Key State Senate Special Election
On December 5, 2023, voters in Iowa’s 16th state Senate district will participate in a special election to select a new state senator. This election is critical for the Iowa Republican Party, as a victory could restore their supermajority in the state Senate and solidify their control over state government. The nominees are Democrat Renee Hardman, a member of the West Des Moines City Council and current mayor pro tempore, and Republican Lucas Loftin, who works in environmental and outdoor services.
Context of the Special Election
The special election comes after the passing of three-term Democratic state senator Claire Celsi on October 6. Celsi had been a significant figure in the district, having won her last election with 69% of the vote in 2024. The district includes West Des Moines, Windsor Heights, and Clive, as well as a precinct in eastern Dallas County.
Currently, Republicans hold a substantial 33-16 majority in the Iowa Senate, just one seat shy of the 34 needed for a supermajority. This supermajority is essential for overriding a governor’s veto, calling special sessions, and confirming gubernatorial appointments. Democrats managed to break the Republican hold on the chamber in an August special election, making this race even more pivotal.
In the presidential election, Democratic candidate Kamala Harris garnered approximately 58% of the votes in District 16, while Republican Donald Trump received around 41%, winning only one of the district’s 23 precincts.
Election Day Details
The polls for this special election will close at 20:00 local time, equivalent to 21:00 ET. As the only contest on the ballot, this election will attract significant attention. The Associated Press (AP) will report the vote results and declare a winner once it is clear that no scenarios exist that would allow trailing candidates to catch up.
Voter participation is expected to be robust. As of December 1, there were nearly 45,000 registered voters in the district, with approximately 37% identifying as Democrats, 30% as Republicans, and 32% unaffiliated with any party. The turnout for the last general election in District 16 reached about 67%, boosted by the presidential race.
In the previous election, about 62% of voters cast their ballots in person on Election Day, while around 38% opted for absentee voting. The AP’s initial reporting of results for the last general election began at 21:22 ET, with full tabulation concluding at 23:00 ET, capturing nearly 99% of total votes.
Iowa does not have an automatic recount law, but candidates can request a recount at their own expense. If the vote margin is less than 1% or fewer than 50 votes, candidates do not incur costs for recounts. The AP may also declare a winner in cases where the lead is considered too significant for a recount or legal challenge to alter the outcome.
As polling day approaches, the stakes are high in Iowa’s 16th Senate district, where every vote could influence the balance of power in the state legislature.
