Marcus Kowal Fights for Change: Urgent Call to Revise DUI Laws
URGENT UPDATE: Marcus Kowal is taking his fight to change America’s drunken driving laws to the national stage. As he competes in a significant jiu-jitsu tournament in Long Beach, California, Kowal hopes to raise awareness about a critical issue that affects countless families across the country. His mission centers around Liam’s Law, aiming to lower the legal blood alcohol concentration (BAC) limit from .08 to .05.
The tournament took place on May 25, 2025, coinciding with what would have been his son Liam’s tenth birthday. Tragically, Liam was killed by a drunken driver in 2016 when he was just 15 months old. The emotional weight of this event drives Kowal’s dedication to reforming DUI laws, which he believes are among the most lenient in the world.
“This is a crisis, and it’s getting worse,” Kowal stated, referencing statistics showing that 30% of all traffic fatalities involve drunk drivers, with around 40% of those being non-driver victims, including pedestrians. In 2021, alcohol-related traffic deaths surged to 13,384, marking a troubling spike that has prompted Kowal and other activists to push for urgent legislative changes.
Kowal’s advocacy is gaining traction. He has been addressing Rotary Clubs, state legislatures, and organizations like Mothers Against Drunk Driving (MADD), which has recently endorsed lowering the BAC limit. Bills implementing the .05 BAC limit are currently pending in states including Connecticut, North Carolina, and New York.
“Progress has been made over the years, but we still have an enormous amount of deaths, and those deaths are preventable,” said Dr. Steven Teutsch, an advisory board member of Kowal’s foundation. He highlights the importance of reducing the BAC limit as a proven method to lower traffic fatalities.
Despite the growing support, Kowal faces significant challenges in his fight. Many lawmakers express agreement with the need for reform but hesitate to take the necessary actions. Kowal notes, “They agree with the idea, but they want the work to be done for them.”
In a powerful moment at the tournament, Kowal won his weight class, earning the title of Jiu-Jitsu World League gold medalist. His victory symbolizes more than personal achievement; it serves as a platform to bring attention to Liam’s Law and the urgent need for legislative change.

Don’t we have to die trying?” he said, encapsulating his commitment to this vital cause.
