New Report Highlights Ecological Gains from Phosphorus Reductions in English Rivers

A recent report published by the Environment Agency and the University of Stirling reveals significant improvements in the ecology of English rivers linked to reduced phosphorus concentrations. Released on March 2, 2026, the findings indicate that reductions in phosphorus, a major pollutant, are associated with enhanced ecological conditions in various river systems across England.

Over the past few decades, phosphorus levels in English rivers have generally decreased, largely due to the implementation of phosphorus removal technologies at sewage treatment works (STWs), changes in fertilizer application, and the adoption of best agricultural practices. The report emphasizes that rivers experiencing the largest drops in phosphorus concentrations also show the most considerable ecological improvements.

Key Findings on Phosphorus and Ecology

The study, which analyzed data from numerous sites, found that rivers in Eutrophic Sensitive Areas benefited notably from investments in phosphorus removal at STWs. Out of 38 monitored sites, 30 demonstrated improvements in both phosphorus levels and biological indicators, such as the River Macrophyte Nutrient Index. This correlation suggests that effective management of nutrient inputs can significantly enhance the ecological health of freshwater systems.

Professor Nigel Willby, a specialist in freshwater sciences at the University of Stirling, highlighted the importance of managing nutrient inputs. He stated, “Phosphorus is a significant pressure on freshwater, and sewage treatment is a major source of this phosphorus. Managing nutrient inputs should therefore benefit the ecological health of rivers.” The report found that biological improvements often occurred alongside substantial reductions in phosphorus, though these changes were sometimes slow to manifest.

Continued Efforts and Future Goals

Despite progress, many river catchments in England face numerous pressures that impede full ecological recovery. This underscores the necessity for integrated catchment planning to address various water management challenges. The Environment Agency is advancing towards the targets outlined in the Environment Act 2021, which aims to mitigate nutrient pollution from wastewater.

To support agriculture in achieving these goals, the Agency has expanded its regulatory farm inspection program and enhanced its contributions to advisory and incentive schemes, including Catchment Sensitive Farming and Environmental Land Management schemes. Phosphorus reduction at STWs is part of a broader strategy that encompasses river basin management planning, coordinated drainage and wastewater management, and increased investment in nature-based solutions.

Rob Bradburne, Chief Scientist at the Environment Agency, emphasized the importance of ongoing efforts. “Our scientific evidence and data are crucial to understanding and tracking progress, enabling us to assess the impacts of decades of investment and regulation designed to reduce phosphorus pollution,” he explained. “This research confirms that phosphorus reduction in rivers is leading to ecological recovery, with aquatic plant life beginning to shift towards a more diverse range of species.”

As the report illustrates, while challenges remain, the trend toward lower phosphorus levels offers a promising path toward restoring the ecological integrity of England’s rivers. Sustained efforts in wastewater management and broader environmental strategies will be essential in maintaining this momentum and fostering healthier aquatic ecosystems.
