Defense Leaders Gather in Honolulu for PACT Summit on Innovation

Honolulu is set to host the third Pacific Alliance for Collaboration and Technology (PACT) from February 25 to 27, 2024, at the Japanese Cultural Center of Hawai‘i. The event aims to unite government officials, startup founders, and defense contractors to focus on enhancing resilience across the Indo-Pacific region through data sharing and dual-use technologies. Organizers emphasize a practical approach, offering hands-on sessions and smaller working groups designed to facilitate direct collaboration rather than traditional podium speeches.

According to a segment on Hawaii News Now, leaders from the Pacific International Center for High Technology Research (PICHTR), including Ian Kitajima and Keith Matsumoto, provided insights into the significance of the summit. Kitajima highlighted the organization’s longstanding history, noting that it was established in 1985 under President Ronald Reagan to foster dual-use projects. The segment also mentioned PICHTR’s successful initiatives in spinning out accelerators and managing programs aligned with the U.S. Indo-Pacific Command (INDOPACOM) and Japanese partners.

Agenda Focused on Resilience and Collaboration

The agenda for PACT centers on interoperable data sharing and “whole of society” solutions, particularly addressing challenges posed by natural and human-made disasters. Sessions will include a solutions showcase, contracting panels, design sprints, and a proving grounds track aimed at transitioning technologies from concept to practical field applications. To ensure effective discussions, the event maintains a limited attendance, allowing participants from allied militaries, commercial vendors, and private capital to engage directly.

Startups with ties to the event, particularly those from the J-StarX accelerator, such as VFR, AirKamuy, and Diarkis, have already made strides in defense markets. According to Hawaii News Now, two of these alumni have been recognized in the Defense Innovation Unit’s (DIU) “Drone Dominance” top 25 list. This highlights PACT’s dual-use focus, where innovations aimed at civilian climate and disaster response can also enhance military sustainability and situational awareness.

Organizers intend to spotlight contract pathways for local Hawaiian companies during the summit. A recent PICHTR announcement revealed a strategic partnership with the U.S. Marine Corps’ Marine Depot Maintenance Command (MDMC) to bolster Indo-Pacific sustainment and advanced manufacturing efforts. A framework outlined in a July 2025 release describes task orders that will utilize MDMC infrastructure for prototyping and depot-level work in the region, creating new collaboration opportunities for local firms.

PICHTR oversees incubation and contract administration programs, aiming to assist island startups in navigating federal supply chains. The event format is designed to generate follow-on acquisitions and pilot projects rather than a typical series of keynote speeches. For local entrepreneurs and defense-related contractors, PACT offers a unique chance to partner closely with allied governments and private funders. The expectation is that collaborative working sessions will pave the way for teaming proposals that may lead to contract opportunities later this year.
